Exchange 2007 SP3 RU20 not recognizing Windows 2012R2 DCs as valid Global Catalogs

I'm hoping I can get some help with the following issue.

I've recently added two 2012R2 domain controllers while keeping the existing 2003 DCs that have been in production as global catalogs. The issue is that Exchange shows the 2012R2 DCs as not capable global catalogs even though they should be compatible.

The event output for ID 2080 shows the following:

dxx-dc03.xxx.comCDG 1 7 7 1 0 1 1 7 1

dxx-dc01.xxx.comCDG 1 7 7 1 0 1 1 7 1

w2k12dc01.xxx.comCD- 1 6 7 0 0 1 1 7 1

w2k12dc02.xxx.comCD- 1 6 7 0 0 1 1 7 1

The forest level is at Windows Server 2003. The Exchange 2007 SP3 RU20 environment is running on Windows 2003 R2 x64 SP2.
