Exchange 2010 installation failure, states Exchange 2003 needs to be SP2, it is, confused and stuck

I have an envrionment which contains a Windows 2003 server running Exchange 2003 with SP2.  I am attempting to install Exchange 2010 onto a new Windows 2008 R2 server and the installer is stating the that Exchange 2003 needs to have SP2 installed.  I have checked the version of the build level of the Exchange 2003 server in the registry and it is a match for SP2, I also checked the version number of the store.exe on the Exchange 2003 server and it matches the build number for SP2.  I have checked ADSIEdit and there are no other Exchange 2003, nor any other version Exchange servers in the domain.  I have searched all over with google and found nothing helpful for this issue. 

Any help or insight would be greatly appreciated as I really want to retire the Exchange 2003 server and the Windows 2003 box on which it resides.  Would an update to SP3 resolve the issue?  Is there something that is not being read correctly in ADSI by the installer that I can correct?  Is it possible the Exchange 2003 server is running a pre-relrease of SP2 and if so how can I determine that?

Any further information that is needed to assist in answers I will gladly provide.
