EX2013 SP3 UR4 Single-Server on WS2012.
EX2013 SP3 UR's 5 and higher have all started to install, then rolled back to UR4 after installer runs for 20-30 minutes. Failure code is 80070643. I see this was once an issue with EX2010 where WMF 3.0 was installed, but this was addressed by EX2013 SP3.
I have to post bogus URLs because when I post real ones, the forum software rejects them saying my account isn't verified. Not sure how I go about getting it verified, but here's the sanitized version. Replace | with /:

I'd consider running .Net Repair Tool before UR installation, but per https:||support.microsoft.com|kb|2698555 it doesn't support anything higher than WS2008 R2 SP1.
Anything else I should try?
